Door and Shutter Manufacturers Code of Practice

For many years there has been much confusion within the construction industry regarding FRRSs, fire test reports, assessments, certification and how these integrate with the requirements of building regulations, insurance and health and safety regulations.

Changes in building design, more stringent regulation and harmonisation with Europe necessitate a need for a greater understanding of how FRRSs perform in different building designs.

This code aims to identify the role of individual organisations involved with fire resistance, and the responsibilities of designers, manufacturers, installers and end users.

Fire resisting roller shutters (FRRSs) are designed to maintain the integrity of compartment walls within buildings and form a key part of the fire strategies to protect life and property.

There is a strong regulatory framework surrounding FRRSs regarding their design, manufacture, installation and maintenance.

The Building Regulations through ADB: 2000 require that they should be tested to BS 476 Part 22 or BS EN 1634 - 1 to demonstrate integrity and stability.

The insurance industry through the Loss Prevention Council design guide recommends that the products should be third party certified to ensure good design.

Regulation 18 of the Workplace (Health, Safety and Welfare) Regulations 1992 require that all upward moving doors must have an effective device to prevent them falling back in order to protect against injury.

The Supply of Machinery (Safety) Regulations 1992 require that all power operated doors have a Declaration of Conformity and are CE marked, perceived as a stamp of approval.

Registered installer schemes are being introduced ~ to improve the quality of Installation.

BSEN 12635:2000 requires that manufacturers supply maintenance instructions and a log book for recording operational tests and completed maintenance - ensures they will operate safely during their working life.

The recent changes to legislation following a number of high profile disasters has increased the onus, particularly on manufacturers and installers, to acknowledge their obligations towards health and safety.

Fire testing and oversize assessments of FRRSs are carried out by two main accredited testing centres in the UK.

In addition both offer certification schemes for companies and products.

The DSMA recommends that its members achieve quality certification to BS EN ISO 9000 : 2000 and only manufacture and/or install certified products.

End users and specifiers must also be aware of their responsibilities regarding the use of FRRSs as part of passive fire strategies.

The DSMA recommends the use of correctly installed certified products combined with regular maintenance conducted in accordance with manufacturers’ requirements.
